Let us consider the case of the sulfite ion. The chemical formula is SO3-2 . 
What is the SO3-2 Lewis structure?

1.S
2.Total valence electron is 6+3×6 -(-2)= 26
Connect the atoms of the sulfite ion (SO3-2) with single bonds.
3.Connect the atoms with single bonds.
4.P=6n+2 -V =6×4 +2 -26 = 26-26 = 0 ; 0 electron which must be shared through pi bonding and unshared i.e; Therefore, there is 0 double bond and an electron..
5.Distribution of other electron
6. Complete the octet shells   : Electrons are placed around each atom so that the octet rule is obeyed. Since S is a third row element can accommodate more than 8 valence electrons.
7. Calculare the formal charege….

The lone electron is placed on the S atom which is more electropositive than O and can accommodate better a positive charge
